      Enterprise Cost Analysis and Cost Submission tabs

      We identified that to comment on Cost Submissions, to illustrate a point, the user needs images.

      Adding image upload functionality to the cost submission commenting feature.

      The users will now be able to exchange images in their cost submission discussions.
